SUMMARY:We Need to Talk: What if Staying is No Longer an Option?
DESCRIPTION:As climate resilience practitioners\, we are focused on preventing harm to vulnerable people and places. But we know that\, for many communities\, the decision may one day arrive at having to move out of harm’s way. What then? What needs to be in place to manage the huge financial\, social\, and cultural costs associated with climate disasters and involuntary\, unsupported climate migration? What do we need to do to prevent an “everyone for themselves” reaction that worsens existing structural inequality? \nThis Forum will involve a combination of presentations\, discussions\, and interactive exercises. Participants will leave with a better understanding of what triggers people’s decisions to leave or stay\, how we can better facilitate the difficult discussions and decision-making\, and what policies\, funding\, and other support are needed in these difficult transitions. \nClick Here to View the Final Agenda\nForum Speaker\n \nLinda Shi\nAssociate Professor\nDirector\, Master of Regional Planning Program\nCornell University\n\n\nExercise Facilitator\n\n \nKathryn Davies\nAssistant Teaching Professor\nUrban & Environmental Policy & Planning\nTufts University \n\n\nForum Co-Chairs\nVan Du\nDirector\, Environmental Planning\nMetropolitan Area Planning Council \n  \n\nKari Hewitt\nAdjunct Instructor\nTufts University \n\n  \n \n\nJulie Wormser\nChief Climate Officer\nCity of Cambridge \n\n  \nRegistration Information\nNote: Venue capacity has been reached for in-person attendance. SUMMARY:From Barriers to Blueprints: Evolving Environmental Regulations for a Resilient Future
DESCRIPTION:As the climate crisis accelerates\, state and local governments are rethinking outdated policies and building a regulatory foundation for climate resilience. This Forum will spotlight innovative approaches to updating regulations\, many of which were originally written without climate change in mind\, to support adaptation projects that address sea level rise\, flooding\, and extreme weather. \nThrough case studies from across the U.S.\, including New Jersey’s overhaul of land use policies\, Cape Cod’s climate-focused regional plan\, and the Vermont Flood Safety Act\, we’ll explore how forward-looking jurisdictions are embedding climate adaptation into permitting\, zoning\, and design standards. \nSpeakers will discuss the process of developing enforceable frameworks\, the importance of accommodating dynamic coastlines and shifting baselines\, and the tools being used to navigate uncertainty. \nAttendees will gain insight into how regulations are being reshaped as catalysts for resilient infrastructure\, healthy ecosystems\, and equitable community protection. \nClick Here to View the Recording\nForum Speakers & Panelists\nShannon Hulst\, CFM\nDeputy Director\, Cape Cod Cooperative Extension\nFloodplain & CRS Specialist\, Cape Cod Cooperative Extension & Woods Hole Oceanographic Institution Sea Grant \n  \n \nCommissioner Shawn M. SUMMARY:Protecting Our Communities: A Whole-Society Approach to Resilience
DESCRIPTION:When disruptions arise\, it is often our neighbors\, families\, and local networks who step up first. In this Forum\, we explore how communities can strengthen the ties that hold them together before\, during\, and after climate-related events. Featuring voices from across sectors who are community leaders\, planners\, and practitioners\, this discussion will examine how local collaboration\, trust\, and shared responsibility can help ensure no one is left behind when it matters most. We’ll also explore how to support and sustain our informal networks\, “zero responders”\, who often prevent challenges from becoming full-blown crises. \nForum Speakers\nValinda Chan\nDirector of Community Engagement\nStarLuna Consulting \n  \nJessica Dandridge-Smith\nExecutive Director\nThe Water Collaborative of Greater New Orleans \n  \nPeyton Siler Jones\nFounder and Principal\nSiler Climate Consulting \n  \n \nMeghan Kallman\nRhode Island State Senator\, District 15\nAssociate Professor\, School for Global Inclusion & Social Development\, University of Massachusetts Boston \n  \nMarcie Roth \nExecutive Director and CEO\nWorld Institute on Disability \n  \nModerated Discussion \nForum Co-Chairs\n \nKari Hewitt\nLecturer\, Urban & Environmental Policy & Planning\nTufts University \n  \n \nJulie Wormser\nChief Climate Officer\nCity of Cambridge \n

SUMMARY:Community Engagement for Climate Resilience: What is it and how do you do it well?
DESCRIPTION:New regulations and grant programs are increasingly requiring project teams to meaningfully engage with the people who will be most affected by their proposals\, particularly when projects take place in environmental justice communities. What does meaningful community engagement look like\, and how does it affect project outcomes? \nThis Climate Adaptation Forum will help new and long-term practitioners alike understand what skills and practices are involved and what benefits are possible when project teams and community members partner to identify both problems and viable solutions to climate challenges. \nThe program will also include an hour-long professionally facilitated exercise to engage participants (both in-person and virtual) in a challenging and fun interactive activity focused on community engagement in climate resilience projects. The exercise will be led by Carri Hulet of CH Consulting who previously taught at the Program on Negotiation at Harvard Law School. \nForum Speakers\n \nVicente S. SUMMARY:Building Social Capital for Climate Resilient Communities
DESCRIPTION:As the climate crisis unfolds\, we are also facing an epidemic of loneliness. While most climate resilience public investment has been in physical infrastructure\, research and experience tell us that it is people and relationships that matter when a crisis hits. Strong webs of trusting relationships\, community control of local infrastructure\, and spaces for communities to practice governance roles are essential ingredients for successful climate outcomes. That is why\, increasingly\, climate adaptation funding sources historically reserved for physical projects are opening up for investments in social resilience. But how do we know where these investments are most needed and what kinds of interventions can have the most impact? \nThis Forum will explore the connection between social capital and disaster response and recovery outcomes\, how communities are putting social resilience at the forefront of their climate adaptation efforts\, and specific strategies for building social resilience in priority communities. \nForum Speakers\nDr. Daniel Aldrich\nProfessor\, Political Science and Public Policy\nDirector of the Resilience Studies Program\nCo-Director of the Global Resilience Institute\nNortheastern University \nDr. Julianne Holt-Lunstad\nProfessor of Psychology and Neuroscience\nBrigham Young University \n  \n \nLydia Lowe\nExecutive Director\nChinatown Community Land Trust \n  \nTroy Philips\nEnrolled member and Sub-Chief of the Hassanamisco Nipmuc Tribe\nChairperson and Commissioner of the Massachusetts Commission on Indian Affairs \n  \n \nPeyton Siler Jones \nFounder and Principal\nSiler Climate Consulting \n  \n \nMontanna Cassel\nSustainability Planner & Grant Coordinator\nTown of Cohasset \n  \nForum Co-Chairs\n \nNasser Brahim\nSenior Climate Resiliency Specialist\nWoods Hole Group \n  \n \nAlex Papali\nDirector of Regional Economies\nCenter for Economic Democracy \n

SUMMARY:Nature-Based Adaptation: Getting to Scale
DESCRIPTION:Flooding risks\, sea level rise\, storm surges\, and extreme heat are accelerating with a changing climate. Ecosystems are also at risk\, along with the social\, economic\, and environmental benefits they provide. Nature-based climate adaptation approaches offer opportunities to bring people into greater harmony with ecology\, secure and enhance ecosystem services for future generations\, and cost-effectively reduce some flooding risks.  Funders\, regulators\, adaptation professionals\, and the public now view nature-based adaptation as no longer an aspiration\, but a priority or requirement. Pilot projects are being scaled up to billions of oysters\, miles of shoreline\, and hectares of wetlands. But how feasible and effective are they? And how do we effectively regulate and build the capacity to plan and implement them at scales that match the urgency of risks\, speed of climate changes\, and our own expectations? Join us to learn about the opportunities and barriers to scaling up nature-based approaches to climate adaptation\, from planning to permitting to implementation. \nForum Co-Chairs\nNasser Brahim\, Senior Climate Resiliency Specialist\, Woods Hole Group\nLinkedIn \n \nMark Costa\, Water Resources and Civil Engineer\, VHB\nLinkedIn \n  \nMelanie Gárate\, Director of Climate Engagement\, Stone Living Lab\nLinkedIn \n\n  \nForum Speakers\nAlison Bowden\, Director of Science & Strategy\, The Nature Conservancy\nLinkedIn \n  \nPippa Brashear\, Resilience Principal\, SCAPE\nLinkedIn \n  \nJason Burtner\, South Shore Regional Coordinator\, Massachusetts Office of Coastal Zone Management (CZM)\nLinkedIn \n  \nLeah Feldman\, Coastal Policy Analyst\, Rhode Island Coastal Resources Management Council (RI CRMC)\nLinkedIn \n  \nHeidi Nutters\, Senior Program Manager\, San Francisco Estuary Partnership\nLinkedIn \n  \nSteve Rochette\, Chief of Public Affairs\, U.S. Army Corps of Engineers (USACE) Philadelphia District\nLinkedIn \n

SUMMARY:Climate Migration: International Pressures\, Local Realities
DESCRIPTION:Global migration in response to climate impacts is beginning to accelerate. In fact\, according to a recent model by the New York Times and ProPublica\, migration increases substantially as the climate changes. Migrants move for many reasons and our domestic and international policies have a big influence on not only how livable other countries remain in the face of climate change but how well migrants are able to join life in the United States. Join the Climate Adaptation Forum for a conversation about migration- both international and internal. Hear from municipalities that are building infrastructure to welcome new residents and from experts at the international scale who are grappling with broad issues of displacement and migration. \nIn an attempt to bring in some of the Climate Adaptation Forum networking that everyone misses\, this will be a more interactive event than in the past. \nForum Co-Chairs\nGabriela Boscio Santos\, Sustainability Engagement Manager\, Boston University\nLinkedIn\n \nAlex Papali\, Political Director\, Center for Economic Democracy\nBio \nLauren Sampson\, Staff Attorney\, Lawyers for Civil Rights\nLinkedIn \nSpeakers\n \n  \nOscar Chacón\, Co‐Founder and Executive Director\nAlianza Americas \n  \n  \n \n  \nAnna Marandi\, Program Manager\, Climate Resilience and Sustainability\nNational League of Cities \n  \n  \n \n  \nTodd Miller\, Independent Journalist and Writer\ntoddmillerwriter.com \n  \n \n  \nMissy Stults\, Sustainability and Innovations Manager\nCity of Ann Arbor\, MI \n  \n  \n \n  \nAlex Train\, Director\, Housing and Community Development\nCity of Chelsea\, MA \n  \n  \n \n  \nHannah Vogel\, Senior Legislative Assistant\nU.S. Senator Ed Markey’s Office

SUMMARY:Think Globally\, Act Locally: Municipalities Adapt to the Climate Crisis
DESCRIPTION:By definition\, the climate crisis is a global problem. Its impacts\, however\, are felt much closer to home. When increased precipitation overwhelms our municipal infrastructure or when extreme heat threatens the health of our most vulnerable neighbors\, we look to our municipal governments for solutions. Join the Climate Adaptation Forum to explore the role of municipalities in climate adaptation. Experts from New England and beyond will discuss innovative adaptation strategies being implemented in their communities\, state programs and frameworks that are facilitating local action\, trends in financing local adaptation projects\, and other important topics. \nForum Co-Chairs\nMark Costa\, Water Resources Engineer\, VHB\nLinkedIn \nJason Hellendrung\, Vice President\, Planning & Design\, Tetra Tech\nLinkedIn \nCarolyn Meklenburg\, Regional Coordinator for Greater Boston\, Municipal Vulnerability Preparedness Program\, Executive Office of Energy and Environmental Affairs\nLinkedIn \nAaron Weieneth\, Manager of Climate Change and Resilience\, AECOM\nLinkedIn \nSpeaker Agenda\nNational Perspective of Local Initiatives \n \n  \nKristin Baja\, Programs Director\, Climate Resilience\nUrban Sustainability Directors Network (USDN)\nBio | LinkedIn \n  \nState Programs Facilitating Local Action \nResilient NJ\nSpeaker: Nick Angarone\, Manager\nClimate Resilience Planning\nNew Jersey Department of Environmental Protection\nLinkedIn \n \nClimate Resilience Financing\nSpeaker: Joanne Throwe\, President\nThrowe Environmental\, LLC\nBio | LinkedIn \n  \nMassachusetts Municipal Vulnerability Preparedness Action Grant Lightning Round \nAbout the MVP Program \n\nBen Cares\, Senior Planner & Project Manager\, Department of Housing & Community Development\, City of Chelsea\nWayne Feiden\, FAICP\, Director Planning & Sustainability\, City of Northampton\nRebecca Longvall\, Conservation Administrator\, Town of Bolton\nTina Quagliato Sullivan\, Director of Disaster Recovery & Compliance\, City of Springfield\n\nOvercoming Barriers to Resilience: Individual & Multijurisdictional Approaches \n \n  \nResilient Mystic Collaborative\nSpeaker: Julie Wormser\, Deputy Director\nMystic River Watershed Association\nLinkedIn \n \n  \nCity of Orlando\nSpeaker: Chris Castro\, Director of Sustainability & Resilience\nCity of Orlando\nLinkedIn

SUMMARY:Creating Connections: Resilience and Equity in Transportation
DESCRIPTION:Transportation infrastructure is some of the most expensive to build and maintain\, especially in the face of the climate crisis. Everything from public transportation to roads and bridges to the port are deeply impacted by sea level rise\, extreme storms and even sweltering heat. Join the Climate Adaptation Forum as we explore initiatives around the country to improve transportation resilience and the resilience of the communities that rely on this infrastructure to get around. We will hear from experts at multiple levels of government who are thinking creatively about how to protect our infrastructure and how to make it responsive to changing needs. \nLooking for an opportunity to meet others energized by Climate Adaptation? SUMMARY:How We Decide to Get Serious about Climate Solutions: Politics\, Communication\, and Framing
DESCRIPTION:Climate change has evolved into a hot-button\, politically charged issue whether you are on the right or left. Communicating messages across audiences is challenging not only because the threat has been politicized but because climate change is often not seen as the emergency it is. \nJoin the Climate Adaptation Forum and our panel of national leaders to explore climate change communication and framing efforts across the political spectrum. Our panel will answer today’s most pressing questions: How is climate change internalized by different audiences? How have the panelists succeeded in communicating messages across audiences? Does it matter whether climate is framed as a greenhouse gas emissions problem or an adaptation/resilience problem? How does the framing of climate change intersect with structural racism? \nRenowned climate change journalists\, communication experts\, and behavioral analysts will address why more people won’t respond to the threats of climate change with urgency. Are there easy ways to implement knock-out strategic messaging and remove obstacles to ambitious action? Do most people respond to messages of danger\, opportunity\, injustice\, or something else? \nThis is a can’t-miss virtual event! \nForum Co-Chairs\n\nDavid W. SUMMARY:Underwater Underwriting: Flood Insurance in the Age of Climate Change
DESCRIPTION:More than 50 million people in the U.S. are at risk from flooding either along rivers and streams or in coastal areas. This number is only rising as climate change causes more extreme precipitation\, hurricanes and nor’easters\, sea level rise\, and more. However\, current publicly available flood risk assessment tools are not sufficient to quantify future flood risk and federal flood insurance programs and policies are not yet equipped to address the growing threat. \nThe National Flood Insurance Program (NFIP) through its flood insurance\, flood mapping\, and floodplain management requirements plays a critical role in state and local climate adaptation efforts. Yet\, the NFIP’s flood maps are often outdated and do not consider future risks from climate change. While many agree reforms are necessary\, attempts to better reflect current and future risks could also impose significant costs on low income communities and communities of color\, exacerbating existing patterns of racial inequality in the housing market. \nJoin us for this EBC/UMass Boston Climate Adaptation Forum to learn about the intersection of flood insurance\, risk management\, and environmental justice. Speakers will discuss approaches to addressing the shortcomings of NFIP programs and policies\, ongoing efforts to better incorporate climate change into the industry\, and the unintended consequences that flood insurance reform could have for low income communities and communities of color. \nForum Co-Chairs\nSamuel Bell\, CFM\, Forum Steering Committee Member\nSenior Resiliency Planner\, GZA \nDeanna Moran\, AICP\, Forum Steering Committee Member\nDirector\, Environmental Planning\, Conservation Law Foundation \nSpeaker Agenda\nNational Flood Insurance Program: Lynchpin or Liability to Climate Resilience? \nRobert Moore\, Director\, Water & Climate Team\nNational Resources Defense Council\nLinkedIn \nReducing Losses from Flood Risks: The Role of a Behavioral Risk Audit \nHoward Kunreuther\, James G.
